Dude I'm having the same exact issue, I'm also recording on a Evo 850 SSD at 1440p60, with your same exact Action! settings, and my videos is having crazy jumps/stutters all over the place. I refuse to record in mp4 since the bitrate is way too low. PLEAE HALP!
I can also confirm that the issue still exists in version 3.9.0, but to a slightly lesser degree.
Desktop: Intel Core i7 4790K (delidded) 4.5GHz, 32GB DDR3 1600MHz, 2x Nvidia GeForce GTX 1080 FE SLI, 256GB Samsung 950 Pro (boot), 500GB Samsung 850 Evo (games and editing), 1TB WD Blue 7200 RPM (data), 6TB WD Black 7200 RPM (video library).

I already provided one originally when you asked after I started this thread. If you're only looking for big stutters, you won't see them in that one. It's microstutters we're talking about--the kind that are especially annoying because almost nothing is ever done about them. I used that very clip I sent in a video on my YouTube channel, and the stutters are there, even in the local file stored on my PC. I also recorded another one on my channel, but with V3.7, and it did not have the issue as much, if at all.

Again, microstutters are what happen here.

This video has hardly any stuttering, if any at all. This could be luck, though. Regardless, it shouldn't be left to luck regarding microstutters or no microstutters.

Both videos were edited in the same program (DaVinci Resolve 15) and exported using the same settings.
