Action destroys fps since 2 days

Hello,
I encountered high fps drops (from 200+ down to less 30). If I stop it everything works normally. The settings are all on max and timeshift is switched on (all of these settings worked a few days ago). These drops occur in all games I tested and are not affected by the game settings. It also affects my ping and produces huge packet loss. I updated windows a few days ago to 17763 (could that be the case?)
