Weird Performance hit when recording games?

So I run a pretty beastly PC.
Specs are as following

GTX 1080TI -
AMD RYZEN 7 2700X
32GB 3200MHZ DDR 4 ram
512 Evo 980 SSD
WIN 10 64X

When I'm in a game and play normally it's smooth as butter, not a finger 100+
but as soon as I press start recording my game still runs fine, but it's like 50 fps, it's weird to explain, but it's like the game runs a slower FPS Than what it actually shows. The mirillis action icon top left says 100+ fps, but even then it feels like it's 50 fps.

When I run in say Fortnite or metro exodus, it's really really smooth, I can really feel the 60 fps no problem.
But when I press my key to start recording it's like the game halts a little in performance and goes to like 50 fps even though it shows 60
I can feel that's it off, it's hard to see, but it really affects my gameplay in games etc.
And with my specs, I should be easily allowed to record! :)

It is really hard for one to imagine this problem.
Does it happen in all games? Could you please record that issue and send the video?
