C922 Webcam causing in-game stutter while recording

Hello!

There's a TL-DR at the end for those who don't want to read the entire novel I'm about to write.

I have had a look on the forum about similar posts but haven't found any. Still, if this issue has already been answered somewhere else, please excuse me and point me towards other similar posts.

I have a youtube gaming channel and my recording software of choice is Mirillis Action! with a commercial license, updated to 3.9.0. as of when I'm writing this post.

My computer specs are:
- Intel® Core™ i7-4790, 3.6GHz, Haswell, 8MB
- Nvidia GeForce 1070 TI
- 16 GB RAM DDR3
- 2 x 1TB HDD (7200 rpm)
- Windows 10
- c922 Pro Stream Webcam

Everything is being saved on the second 1TB HDD 7200rpm which is -almost- brand new, so there shouldn't be any problems there.

I have recently noticed some video stutter while in-game. Right now, I can only confirm this happens in PES 2019 (ultra settings on a 1920 x 1080p at 60 fps LG gaming monitor) because I haven't tried recording any other games, but I expect results to be the same. The stutter itself is not game-breaking, but it is noticeable, constant and extremely annoying and made me stop using Action! until I (accidentally) discovered the cause of this stutter. Moreover, I want to mention that the stutter happens while the game still runs at 60 fps. If I close/exit Action and simply play the game at -the same- 60 fps I get a nice fluid motion of the game, the way 60 fps is actually supposed to look and feed like.

I started monitoring the PC resource usage using task manager and I got to the following conclusion:
- no overheating happens on CPU or GPU, they are both at a constant 60C and don't go past that value
- RAM memory usage when recording does not exceed 50%
- GPU usage is again in normal parameters, somewhere around 40% usage
- CPU usage while NOT recording is around 65% (with PES 2019 taking up 45-57% of the total 65%)
- CPU usage when recording is around 75-82% ( in addition to the above, action uses 12-15% of CPU remaining resources)

Fast forward to today when I gave recording another go and it went perfectly during a PES 2019 match against the AI opponent. CPU usage was between 65-70% with Action covering 4.5-6% usage, and my 60fps were as smooth as if I weren't even recording. Then I realized that what I was doing differently ,was to not record the webcam (webcam option was ticked out in the Game menu of Action). I tick it back on, select my c922 webcam, start recording and Surprise Surprise, the 60fps I'm getting now are stuttering again. That's when i said to myself:
- EVRIKA!
(and also)
- What now ..?

I then recorded PES2019 in-game footage while using a webcam with Nvidia Shadowplay and CPU usage was around 65% with perfect 60fps flow. I also recorded the same footage with Streamlabs Obs, again also recording the webcam, CPU usage around 80%, still flawless 60fps. I downloaded a CPU STRESS simulator (CPUSTRES) set everything to maximum and started playing pes (while not recording) at a CPU usage between 95-100% and even then I had -almost- perfect 60fps.

From my point of view, this can only mean that the software has a problem with recording in-game footage + webcams in general or maybe just my webcam model in particular, but everything else I tried worked -almost- perfectly.

TL-DR: recording with webcam = in-game stutter at 60-fps; recording without webcam (just the game and my microphone) = perfect, flawless 60fps

Any advice, have I run into a bug, will this be fixed? Am I doing something wrong with Action ?

Go to Settings -> Video and make sure that "Use hardware acceleration for video decoding (Webcam)" option is enabled.
