MP4 using HEVC will only record one audio track

Version: 3.9.1
File Format: MP4
Hardware Acceleration: Nvidia NVENC HEVC

I have both a primary and secondary sound device set up, but it will not record the secondary device. I have tested with hardware acceleration disabled and using Nvidia NVENC and they both record both audio devices. The only workaround I can find is to record the secondary audio device as a separate audio file. Is this just a product of the HEVC or is there something else going on in my settings?

Have you tried playing this video or does the issue occur in video editor?

Sorry, I completely forgot I had posted this. When I open it in VLC, I have to swap between the two tracks to get either the game or the microphone. I use Vegas Pro 15 for my video editing, and it only loads one track.

It is the issue with Vegas Studio, but try the steps below.
Go to Vegas Studio's location and open FileIO Plug-Ins folder.
Rename the compoundplug folder to something else.
See if that helps.

Sadly that didn't work. I tried renaming and also removing the folder. I guess I'll have to use non-HEVC if I want to do hardware acceleration.
