Disabling Preview?

Hey,
there is the following issue on the newest Windows 10 version 1903. The Preview is causing microstutters, even when hidden in tray. I dont know if it has something to do with dual monitor setup, but either way it could be solved by disabling or not hooking the preview. Is there any way to do so?
