Installer doesnt launch

I am trying to install Action but nothing happens after I doubleclick on it. https://gyazo.com/5a321d9cd6821a1d68bf0ae6d7f8b994
I already tried starting with Admin rights and also tried every compatibility mode.
Windef, Firewall, and Antivir were disabled during the process.
The Eventlogger says : The Application was Unable to Start Correctly (0xc000007b). Google has spit out these solutions:
- Install the latest .NET Framework
- Update/reinstall DirectX
- Install latest graphic cards drivers
but nothing helped
