Unable to record and use Steam voice chat at the same time after updating to Windows 1903

OS: Windows 10 (1903)
Video Card: GTX 970
Memory: 8GB
Monitor Resolution: 1920x1080
Game Problem: Far Cry 5 (potentially other games too haven't tested)
Video Type: MP4
After updating to windows 1903, I realized that either Steam voice chat could work, or mirillis could work, not both. It would show something like ("This device is using a microphone" or something like that) under the application (see attachment).
Or if I were to launch steam voice first, mirillis won't record my mics audio. If I launch mirillis first, steam voice doesn't work.
