Video saving time/deleting time slower than usual

This issue has been going on for a few days. Whenever I want to save or delete a recording of a game I've just made, the green arrow pointing down (which appears when you either delete or save a video) stays on for an unusually long time. This is really annoying as longer recordings (5 mins and +) take over 20 seconds to save/delete when it used to take a mere half a second before. I have tried everything to fix the issue. Here are the multiple things I tried :
1. Uninstalling/reinstalling Action!, nothing changed.
2. Cleaning up my recordings folder, nothing changed.
3. Updating my graphics drivers, nothing changed.
4. Installing the latest Windows update, nothing changed.
5. Running Disk Cleanup on my HDD, nothing changed.
6. Switching the recording location from my HDD to one of my SSDs, nothing changed.
7. Changing the hardware acceleration methods, nothing changed.
8. Changing the video quality from Ultra to High/changing the framerate, nothing changed.
9. Changing the file format from MP4 to AVI, the delete time DID change this time, but AVI files do not look good, have less options and weigh more than normal MP4 files.

We haven't changed anything recently, regarding the file manager. Most likely this issue is caused by 3rd party software, maybe antivirus activity.
