Is it possible to make a live HDR broadcast from an external capture card, for example, Elgato? (livestream to youtube)

Yes, it is possible. If your capture card captures in HDR and you select NVIDIA NVENC HDR10 or AMD AMF HDR10 hardware acceleration, then you can broadcast to YouTube in HDR.
