Uploading upscaled video and video quality

I'm recording the videos at ultra preset.
If i were to use the force bit rate option and do 150 or 175 or 200 will that cause issues with the recording ?
Like stutters while in game or things like that.

The native monitor resolution is 1440p. I get the option to record at 2160p
Will the software use more resources?

P. S
I also discovered that the videos uploaded with the software are uploaded with HDR. While if i use chrome to upload them, the HDR won't be apply all the time

Hello. Recording in higher bitrate is more resources consuming, but it should be ok.
On the other hand, recording at 2160p may cause visible fps loss, both in game and video.
