How can I fix this?

This happens on the livestream tests I did with YouTube and Twitch. The recorded video while streaming is like this too. The video recording alone is fine. The video is imported from Twitch, so same video on both. Am I missing a setting? Recording is fine and looks great compared to OBS. My specs are an Alienware Aurora Ryzen 14, Ryzen 7 5800, 6800 XT, 32 GB of ram, SSD for game location (secondary internal M.2 4x3), Modern Warfare II (Two) Beta. Is it cause it is a beta?
I've tested out a number of games and all others look good. I downloaded Action! again after years of not using it looking for something better than the smearing effects I have with OBS and haven't been able to fix.
