DirectX 12 games freeze when trying to record in h.265 in Windows 11 since 4.45.0

I have always been able to record Direct X 12 applications in "Game" recording mode without trouble. However, ever since I upgraded to Windows 11 and the latest 4.45.0 version, every time I try to record a DX12 game both it and Action! freeze. After force-shutting the program, the resulting recording is corrupted and cannot be played. Sometimes Action! automatically repairs the file, but it only results in a 1 second recording.
Recording in AVI works fine. Recording in "Screen" mode works fine. Recording DX11 (or any other graphics API) games works fine as well, like it always has.
I use the following settings:
File format: MP4
NVIDIA NVENC HEVC (AVI works)
Video size: Original (1080)
Video framerate: 60 FPS
Video quality: Ultra
Windows 11 25H2 version 26200.7171
I have tried this in three different computers and it happened in all three. I have tried several DX12 games and it happens in all of them. Some of them actually did not have this issue when I recorded gameplay with these settings with Windows 10.
