00;00;00;12 Delay in video, Audio is first

Hello,
I have a 4K Logitech Brio camera connected for recordings.
If use Action! for recordings the video quality is great, my external audio is also good, but they are out of sync!
In Premiere I need to move the audio 00;00;00;12 forward to be in sync.
Its always exactly that timeshift.
Can I adjust that in the software or by a regkey change?
My setup:
Windows 10 64 Bits
Intel i7-9700K CPU 3.60GHz
32GB RAM
1TB SSD
NVIDIA GeForce RTX 2080 Ti
1x FullHD LG LED Display
2x FullHD monitor Displays
