Open User Account Control Settings by clicking the Start button Picture of the Start button, and then clicking Control Panel. In the search box, type uac, and then click Change User Account Control settings.

To turn on UAC, move the slider to choose when you want to be notified, and then click OK. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

I am not using UAC. I fixed the issue with this method in the link below.

We could also just not update. This is what I am going to do until it is working?
Do you know how long this will be the case?
Will we be notified?

p.s. or more precise, will I never be able to upgrade with uac turned off?

I had UAC off, tried turning it on, and this did not solve it for me.

After lot of work finding a way install action 1.25.0 in the default directory (because it wasn't with my previous version), I can confirm this does make it to load properly. I may however downgrade anyway, and waiting for a proper solution.
And I suggest people uninstall 1.24.3 or lower, before messing with 1.25.

The steam version doesn't seem to be affected.
