Frame skipps.

So I recently bought (discovered) Mirillis which in my opinion looks better than other shit I had.
I'm playing online, I play Gta multiplayer, sometimes (( when i'm driving at high speed, in the city or let's say much scripting or much players )) Mirillis drops off the frames down from 40 to 30 (20 once) and it skipps frames for like less than a sec. Then it's back at normal, then it repeats. Sometimes it skipps frames sligtly.
The only thing I noticed is that in single player, it drops the frames down to 30 but don't lags.
So how could i fix that? tried every settings. Didn't fixed that lag/frameskip.
Why? I used to have that other soft(won't name it), and it was shitty but had no frameskip/lag when playing online (or how you call it)
