Action in W 8.1 PRO not recording

Hi guys, sorry for bad english, I'm from Brazil :twisted:

i try 1.16.2, 1.16.3, 1.17.0 and not rec the games
action show the HUD in game, but when i press the F9 it remains blue, does not change to red,

i have windows 8.1 PRO x64, AMD R9 290,
all drivers update

someone has or ever had the same problem? :?: :?:
