Easy,

Because 35, 40, and 45 are not "standard FPS".

All Action! resolutions are based in "industries standards". No exist videos/movies using 35 or 40 or 45 frames.

Actually fps for videos/movies are 23.976, 24, 25, 29.97, 30, 50, 59.94, 60 and 120.
