What % is the Volume from?

Look at the picture below. The volume-indicator at the arrow who I've put at 55%. Does that indicate 55% of my microphones total capacity or 55% of the level I've set on the device in Windows?

Example: 55% volume on my microphone seems to be the best. If I have it set to 55% in Windows, should I then set it to 100% in Action so that it uses 100% of those 55%.
OR
Does Action oveeride my Windows-settings so that 100% would indicate 100% in windows, thus I have to set Action to 55%?
