Action Locks my Video Size and Framerate

Hey, ive used action before without any problems, but recently wiped my computer and reinstalled it. Whenever i record no matter which mode (Even custom desktop mode) it changes the frame size to exactly 864x480 and 30fps. Please Please Please! Help me!!!
