HUD shows up in videos despite checked option to not show up

OS: Windows 8.1
Video Card: AMD Radeon HD 7660G (it's an integrated Laptop Video card)
Memory: 6 GB RAM, 3 GB VRAM
Monitor Resolution: 1366x768,
Video Editor: Vegas 11
Game Problem: METAL GEAR SOLID V: THE PHANTOM PAIN
Video Type: AVI

So, the issue's what's mentioned in title. I can record gameplay just fine, but despite having the option "Do not record HUD in games and applications" checked, a HUD shows up in the AVI files showing framerate and such. Oddly, it's not the same framerate that I'm getting in-game when I record. When recording, the HUD is showing me roughly 28-40 FPS depending on the game's activity, but when I watch the AVI's the FPS is reading much higher, in the 50-60 FPS range.

I'm not expecting much out of the FPS on this machine since it's a laptop and all, but that's not the issue. The issue is that despite me checking the box, the HUD is still showing, possibly being a different HUD than the one that shows up ingame. I say this because I tried a few things:

I recorded with normal HUD showing with "Do Not Record HUD" checked off.
I hit F9 to start recording, then F6 to hide the HUD, and with "Do Not Record HUD" checked off, and the HUD still showed up in the video.
I hit F6 to hide the HUD and THEN hit F9 to start recording with "Do Not Record HUD" checked off and the HUD still showed up in the video.
I repeated the two tests above with "Do Not Record HUD" UNchecked, but was hiding it manually both before I started recording and after, and the non-representative HUD showed up in the recorded videos.

In addition to this, just to test out if the settings in the menus worked, I tried selecting a different HUD startup position rather than the default Upper right corner and then going in-game. It still showed up in the upper right corner.

My assumption is that there's some issue with the application where it is not recognizing the settings I've selected for it, and is only running in a default mode.

How and why this is occurring, I have no idea, hence coming here for some forum help.

Check if this is not blue HUD that indicates Action is plugged to your video playback app.
