Action Player changes Window raise/focus behaviour

When I open the Action! video player to watch recorded videos, it changes the raise and focus behavior of application windows. The player itself never raises to the front when focused (alt + tab to the player for example). It always sits behind game or browser windows, if it was minimized previously. Other application windows also sometimes behave this way. I need to manualy click the title bar of a window to force it to raise, which sometimes requires me to minimize large or fullscreen application windows so I can see the title bar.

Do you have always on top option selected in Action settings?

I do not have this enabled. Enabling this option has no effect....My raise/focus behaviour for application windows is still abnormal.
