PC Specification: on a scale of 1-10 my pc runs at a 7.6

Help with FPS

My FPS is stuck at 30 no matter what i do lower or higher the FPS always stays right at 30, anyone have a simmaler siutation happen to them or know how to fix it. any help would be greatly appriceated

Check in your LIVE settings if you have "Enable Action! LIVE streaming" option ticked. If yes, uncheck it.
