Unexplained FPS decrease

So I've recorded several videos, all with the same settings. But I know when I export, sometimes it gets what I want which is 1080p/60fps. Sometimes it exports as 360p and 30fps. I've tried using the AUTO route and 1080p Mainprofile/highprofile at max Bitrate. What is my best export options for retaining 60fps and having high quality?

Auto profile will keep your original frame rate and resolution.

I will test that again when I get home. I had used Auto for a bit, till one day it only saved the file at 360p, though it did retain 60fps.
