I've had this problem for a while now and I switched to shadow play and uninstalled Action.
It seems shadow play is a bit poor in terms of options though, I'd like to get Action to work on my system.
So the symptoms are that I start action for game recording, doesn't matter what game, I hit F10 to record, I see the frame counter top right turn red, about 1 second later the frame counter disappears. Action has crashed or stopped in some way, it does actually record, I get about 1 seconds worth of video which is no surprise because Action stopped.
Anyhow I checked my Windows system log and I can see the below, every time Action stops it tries to reinstall the service, I can see the service under services, it's shown as running. I can record a screen area, this works fine I just see this problem when trying to record a game full screen.
Any idea what's going wrong ? I've tried all the usual steps of uninstalling Action, deleting the Action folder, different hard disk for recording to etc.
I have up to date video drivers, Nvidia 980Ti, fully updated Windows 10Pro x64 install.
