When the desktop is rotated and the desktop is recorded, the resolution of the generated video file is abnormal.

System summary:
Operating system: 64-bit Windows 7 SP1
CPU: Intel Xeon E3-1230 v2
Graphics card: AMD Radeon RX580, 2304 SP, 4 GB (graphics card driver version: Adrenalin 19.9.2)
Action! Version: 4.21.5

Steps to reproduce the problem:
1. Set the resolution of the monitor to 2160*3840 (AMD super virtual resolution is enabled here, and the physical resolution of the monitor is 1920*1080), and rotate the desktop 90 degrees to the left or right.
2. The video recording stops after a few seconds.

The video generated at this time has a resolution of only 1216*2160 (the hardware acceleration is selected as AMD AMF).
If the hardware acceleration is selected as AMD AMF HEVC, the resolution is 1224*2176.
"Video size and ratio" in Action! is set to "Original".
If the desktop is not rotated, the resolution of the generated video file will not be abnormal.

Hello. It is a hardware limitation. Your graphics card cannot encode frames with hight larger than 2160px.

After that, I updated the graphics card driver and the resolution returned to normal.
Although the resolution has returned to normal, the generated video frame rate is only 20~30 FPS.
P.S.: When not recording, the HUD displays 60 FPS (2160*3840), once recording starts, the frame rate will plummet to 20~30 FPS (2160*3840).
